TRAIN WRECK. A 15-car Canadian Pacific freight train pulled by two engines went through a switch onto the mainline and into the middle of a longer freight train 20 miles downriver from Winona. The engineer and the conductor on the shorter train escaped major injuries. Their engine went into the Mississippi River. Both trains were bound for Winona and points west. The accident. near the Dresbach dam, occurred about 5 a.m. Chemicals spilled from derailed cars, but authorities said that environmental damage appeared minimal.

Obama's education secretary: Chicago school leaderCHICAGO, Ill., Dec., 16, 2008 -- The superintendent of Chicago pubic schools the past seven years, Arne Duncan, will be President Barack Obama's cabinet member for education. Obama and Duncan are basketball buddies. On Duncan's watch in Chicago, student test scores have improved. He is known as a data-driven administrator. Duncan also is known for sticking to tough decisions, including salary battles with the powerful Chicago teachers union.
Duncan holds a bachelor's degree in sociology from Harvard and serves on the Harvard Board of Overseers. He also serves on review committees for the Harvard Graduate School of Education and the University of Chicago School of Social Service Administration. Duncan has no policy-making experience in higher education, and his record on higher-ed issues is thin.
Initial reaction to the appointment of Duncan as secretary of education was that he will have Obama's ear because of their long personal relationship. They are neighbors in Chicago's Hyde Park area. On elementary and secondary school issues, observers expect that Duncan will push for deep structural changes.
Obama's higher-ed campaign promises:• A $4,000 tuition tax credit to students who perform 100 hours of community service. • The Pell Grant ceiling be adjusted keeps pace with the rising tuition. • Replacement of bank-based student loans with direct federal loans.
Thief flees with cognac, vodkaWINONA, Minn., Dec. 16, 2008 -- A man fled from Kato Liquor, 302 Mankato AVe., without paying for a $36 bottle of cognac and a $30 bottle of vodka, a clerk told police. Officers followed tracks into he snow but lost them. The clerk said the man came into the store about 7:45 p.m. The clerk said the man was wearing a gray knit cap, a dark shirt and blue jeans with flowers.

Wabasha bike path passes hurdleWINONA, Minn., Dec. 15, 2008 -- The City Council gave preliminary approval to a bicycle path that would connect the main and west campuses of Winona State University on a 1-1/2 mile residential stretch of Wabasha Street. Townhall hearings will be scheduled to test public reaction before final approval. CIty Planner Carlos Espinosa said the proposal can be modified to address concerns that come up at the hearings. Opposition is expected from Wabasha Street people, who would lose on-street parking spaces.
The path, part of a 2007 master plan for city improvements, would convert Wabasha, also known as Seventh Street, to one-way traffic. The path itself would be a 10-foot lane set off with pylons. The project carries a $100,000 budget for which federal funds would be sought.
The path would be the first step in a plan to have bike path run the entire length of Winona from the old College of St. Teresa, now known as the West Campus of Winona State, to the industrial part at the far East End.
Walz quells talk of gubernatorial bidWASHINGTON, Dec. 14, 2008 -- Southern Minnesota's representative in Congress, Tim Walz, will not seek the state's governorship in 2010, the Minnesota Post reported. In a telephone interview with reporter Eric Black of the Minnesota Post, Walz was unequivocal: "We were never going to do it." Walz, now in his second term in the U.S. House, has been called a "rising star" among Minnesota Democrats. The governorship will be vacated by Republican Tim Pawlenty, whose second term ends in two years, and who is ineligible for a third term, Walz told Black he has found himself well suited to Congress. "I'm in the right position to help the people in my district in this critical time," he said.
Meanwhile, state Democratic leaders are casting around for gubernatorial possibilities. So are Republicans. As a statewide-elected office, the governorship is often a career beacon for members of the U.S. House, who are elected from districts within the state. The 1st Congressional District, from which Walz was re-elected this year, includes Rochester, Mankato and Winona. |

SCHOOL BUS AFIRE. Twenty-five teen-age basketball players escaped injury when their leased bus erupted in flames Friday night as it returned to the Winona Middle School. The bus had hit a deer near Houston, Minn., which may have severed an oil line, according to the company that operates Winona school buses.

Assault lead to underage boozing chargesWINONA, Minn., Dec. 11, 2008 -- Police cited three Winona State University, ages 19 and 18, for underage drinking after another man reported being assaulted in the 400 block of Wilson Street about 10 p.m. The man who called police declined to press assault charges. It was near the site where the assault had been reported that police stopped the three men who were cited for underage boozing.
Night Crawler to serve full sentenceST. PAUL, Minn., Dec. 9, 2008 -- A Winona State University student who prowled the campus neighborhood for women to rape in the summer of 2004, Jude WIlson Halter, lost an appeal for his 10-year prison sentence to be commuted. The Minnesota Court of Appeals found insufficient evidence for Halter's claim that WInona Judge Larry Collins erred in issuing the sentence. Halter, who called himself the Night Crawler, had sought release after seven years.
Halter was arrested near the University of Wisconsin-Eau Claire in October 2001 after a woman scared him out of her bedroom, waking up and screaming. It was the same pattern as in two confirmed Winona cases, and Wisconsin authorities returned him to Winona for trial. In the Winona cases, Halter entered bedrooms through open windows, In one case he raped at gunpoint and had a knife.
In his appeal, Halter claimed that Judge Collins failed to justify q sentence at the upper end of the usual range. The appeals judge disagreed, saying the evidence supported a heavy sentence:• The assault was within the victim's zone of privacy. • The victim was threatened with a gun and a knife. • The crime was committed with particular cruelty. • There were multiple penetrations. • The victim was particularly vulnerable. Halter, who was 27 when the Winona crimes were committed, had been majoring in computer science at Winona State.

Police arrested a student was arrested for trespassing in the Prentiss-Lucas dorm. Student had previously been restricted from the dorm.
At 2 a.m. a student at the East Lake dorm reported several individuals entered her room. The intruders said they entered the wrong room.
