ST. PAUL, Minn., Jan. 31, 1999 -- Noncommercial broadcast stations, including KQAL at Winona State University, will lose funding if Gov. Jesse Ventura has his way. Phased out would be a $4 million-a-year state subsidy. Ventura, a former radio talk-show host, said he was tired of seeing state-of-art studios at noncommercial stations when he campaigned for governor. His commercial station, in contrast, was held together with baling wire and chewing gum, Ventura said.

    LANESBORO, Minn., Jan. 29, 1999 -- A photogram exhibit, which Minneapolis artist Terry Carlson says was inspired by Winona State University theater prof Vivian Fusillo, runs through Feb. 27 at the Cornucopia Art Center. Carlson, a 1973 Winona State grad, said the nine grams capture a fashionable Fusillo on a whirlwind shopping day on New York's Fifth Avenue in the 1970s. Said Fusillo: "I'm flattered." It may take some imagination to divine that it's Fusillo portrayed in Carlson's kicking, twisty lines.

    Chancellor suffers budget setback

    ST. PAUL, Minn., Jan. 29, 1999 -- The state colleges chancellor, Morrie Anderson, is smarting from Gov. Jesse Ventura's budget plan. Anderson had sought a $128.8 million increase, but Ventura said whoa. The governor is recommending only an inflation-matching $108.8 million. The chancellor's people are putting kind of a happy face on the setback. Said Anderson spokesperson Linda Kohl: "It's a good start. Now we're looking forward to talking to the Legislature about our needs."

    SMU reacts to bookie charges

    WINONA, Minn., Jan. 29, 1999 -- Saint Mary's University doesn't want more gambling scandals. Next month it begins staff training to recognize addicted gamblers and also any other campus bookie operations, said campus spokesperson Bob Conover. During orientation, frosh will be lectured on the evils of gambling. The student handbook is being revised to point out that gambling is illegal.

    WINONA, Minn., Jan. 27, 1999 -- New technology, including graphing calculators, is helping children grasp math's "big picture," a veteran math teacher told Winona State University education students. Gail Burrill, former president of the National Council of Teachers of Mathematics, said students can do problems and grasp concepts better. Burrill cited the TI-83 calculator that downloads programs from the Internet. "Students live in a world we do not know, and they have grown up in that world," she said.

    Cop bar-check catches two

    WINONA, Minn., Jan. 27, 1999 -- It was a slow night at the station house and also the bars. Rather than twiddling thumbs at the cop shop, officers visited Brother's, Bulls-Eye and Rascal's booze palaces downtown in search of under-age imbibers. The cops said they caught two women, both 19, at Brother's and none at the other joints.

    WSU counters storm with salt, sand

    WINONA, Minn., Jan. 27, 1999 --Night crews began throwing sand on campus sidewalks, 1,700 pounds of it, as freezing drizzle was turning Winona State University into an ice rink. Other maintenance workers were called in at 4 a.m. to pour sand and more salt on sidewalks and parking lots. The project required eight tons of sand. Did it work? "I almost fell four times walking up the steps in front of Memorial Hall," said sophomore Katherine Wilkes.

    SMU gambling charges leveled

    WINONA, Minn., Jan. 27, 1999 -- A Saint Mary's University dropout and his roommate buddy, who was graduated in May, were charged with running a national gambling operation from their Old Village dorm room. Stephan D. Morris, 24, now of Dorchester, Mass., ran the basketball-gambling operation, pulling in $16,000 over five months, said prosecutor Chuck MacLean. Brian C. Carli, now of Sterling Heights, Mich., was the bookkeeper and runner, MacLean said. The cops got their first tip from postal workers who spotted large amounts of cash coming and going by express mail. Also, undercover agents placed bets on the Saint Mary's campus.

    Lobbyist: UM chief wowed salons

    ST. PAUL, Minn., Jan. 25, 1999 -- The Minnesota colleges chancellor, Morrie Anderson, has a hard act to follow, said the faculty union's chief lobbyist. Russ Stanton said the president of the rival University of Minnesota system, Mark Udof, had the House Education Committee hanging on his every word when he discussed budget needs. The MnSCU system, headed by Anderson, "had better get their act together because of UM is going to be a very formidable competitor for this session," said Stanton. MnSCU, which includes Winona State, has its day before the committee Friday.

    Soccer player to judge: I'm innocent

    WINONA, Minn., Jan. 25, 1999 -- Saint Mary's University varsity soccer player James M. Cnota, accused of beating up a guy after a night of boozing downtown, pleaded innocent. Cnota is charged with third-degree and fifth-degree assault for an incident in which a man's nose was broken. Police say Cnota head-butted the other guy in a case of mistaken identity in retribution for an assault on one of Cnota's buddies during an evening downtown.

    LA CROSSE, Wis., Jan. 25, 1999 -- The legendary basketball coach at Winona Cotter High, John Nett, died at a hospital at age 78. Nett, a member of the Saint Mary's University sports Hall of Fame, coached at Cotter for 34 years. Nett had two state championships.

    WINONA, Minn., Jan. 25, 1999 -- A Winona man was sentenced to 30 days for helping beat up a guy thought to be a police informant. Oscar D. Donahue, 20, drove another man to the Sterling Motel, where the assault occurred. Donahue also was put on 2-1/2 years probation.

    Students plan St. Paul rally

    WINONA, Minn., Jan. 24, 1999 -- A campaign was launched to mobilize Winona State University students for the annual trip to the Legislature, said Student Senate legislative affairs chief Amy Gabert. She set a target of 150 students. The event, called Lobby Day, will be Feb. 10. A march and rally are planned. So are meetings with key higher-ed legislators, Gabert said.

    ROCHESTER, Minn., Jan. 22, 1999 -- Winona State University's Rochester Center, and other University Center operations, were closed after an ice and snow storm. Only essential employees were required to show up. At the main campus in Winona, classes went on as scheduled, although attendance was off.

    ROCHESTER, Minn., Jan. 22, 1999 -- The second wife of Winona State University j-prof Adolph Bremer died at the Watkins home. Carol Bremer was 72. She had been a copy editor at the Winona Daily News and an advertising person for Winona radio. Adolph Bremer, himself a retired Daily News editor, died in 1997.

    WSU library focuses on special subjects

    WINONA, Minn., Jan. 22, 1999 -- Winona State University is using a one-time $212,000 legislative library allocation to develop specialized collections, said chief librarian Richard Bazillion. The goal: A comprehensive collection of works on Great River studies, American social history, groundwater resources, and composites engineering. Other campuses are specializing in other fields to create a statewide comprehensive collection, Bazillion said.

    Kelly Sue faces three years prison

    WINONA, Minn., Jan. 21, 1999 -- Trouble-prone teen-ager Kelly Sue Beach probably will be sentenced to three years prison. With good behavior, she could be out in two. Attorneys recomemended three years to Judge Lawrence Collins after Beach, 18, pleaded guilty to driving G-Bone Perkins away from a dance hall shooting in March. The attorneys recommended that time for an unrelated assault be served concurrently. Sentencing date: Feb. 22.

    LOOKING FOR LEADERSHIP

    Student government has rich heritage at Winona State University. Remember Tim Penny? He went from student president to six tems in Congress. Now Gov. Ventura leans heavily on Penny's advice.

    Where is our next generation of Tim Pennys? In coming weeks as students begin their campaigns for the Student Senate, look for good qualities and right instincts.

    Availability: Reject candidates who insist that their phone numbers not be divulged. Privacy is nice, but elected leaders must be accessible, not incommunicado.

    Priorities: Don't consider anybody who mindlessly recites the cliche that school work comes ahead of the Senate. It's a sorry excuse for not tending to constituent needs. We don't want anyone who can't balance school and Senate duties and do well at both.

    Currency: Student leaders need to be on top of issues. It was a telling moment a year ago when most Senate leaders weren't even aware, three days after the fact, that federal agents had begun deportation actions against 26 Winona foreign students. It had been on front pages statewide.

    Imagination: We need leaders who can size up issues and respond intelligently. With the foreign arrests a year ago, the Senate did nothing. Nobody could see possibilities for serving students who suddenly were in very deep trouble.

    Issues. Look for news junkies. Somebody who can't rattle off 10 significant campus issues doesn't deserve your vote. Ask if they know how the university works. Can they name all the vice presidents and deans? And, yes, dear candidate, what's a minn-skew anyway?

    Drug-case figures beats up jailer

    WINONA, Minn., Jan. 20, 1999 --An 18-year-old Winona man in jail on charges of crack possession, Brian Grover, punched out a jailer, police said. Jailer Darrin Brand suffered cuts and bruises. Grover was then put into isolation. What happened? Brand said Grover wanted a new bar of soap but didn't have anything left from his $72 allocation for personal needs.

    ROCHESTER, Minn., Jan. 20, 1999 -- The career dancer who ran the Minnesota Academy for the Arts at the old St. Teresa campus, Stafannie Kierlin, died at a Rochester hospital. She was 58. Although Kierlin suffered cancer, the death was unexpected. Kierlin, Venezuela-born, had taught dance in Winona since 1973. She and Fastenal executive Bob Kierlin were wed in 1977, and she became a significant patron of the arts statewide.

    Krueger boosts library budget

    WINONA, Minn., Jan. 20, 1999 -- The perennially under-funded Winona State University library, whose budget was cannibalized for other purposes in recent years, received a $200,000 boost from university President Darrell Krueger. Although Krueger had siphoned money from library in the past, this year he shifted $200,000 to improve the collection, which is on top of an original $320,000 budget and a $212,000 legislative supplement. "This is the best shape the acquisition budget has been in for a very long time," said chief librarian Richard Bazillion.

    ALMA, Wis., Jan. 20, 1999 -- The Wisconsin Highway Patrol amassed data from a two-car collision that killed a Winona State University student to reconstruct what happened. A report can be expected within a week. Killed was Sarah Frisby, who was taking a hiatus from her theater classes at Winona State.

    "Yeah, I drove get-away car"

    WINONA, Minn., Jan. 19, 1999 -- Changing her plea, Kelly Sue Beach told the judge she drove the get-away car in the March drive-by shooting outside a downtown dance hall. Beach, 18, also pleaded guilty in a separate case in which she was accused of beating up another woman on the front steps of St. Matt's church. In exchange for the guilty pleas, prosecutor Lisa Swenson dropped other charges.

    Library waits to buy computers

    WINONA, Minn., Jan. 19, 1999 -- Computer hardware for the new high-tech Winona State University library won't be ordered until April, said librarian Richard Bazillion. That, he said, will assure getting the latest computers and, if prices continue dropping, the best prices. The university is scheduled to take over the building from the contractor in March. Opening date: June 7.

    ALMA, Wis., Jan. 19, 1999 -- One driver in a two-car collision that killed a Winona State University student declined a sobriety test at the site, police said. The driver, Jennifer M. Jack, 24, Winona, remained in serious condition at a Rochester, Minn., hospital. A passenger, Travis L. Dewitte, 25, Winona, wasn't badly hurt. Killed was the driver of the other car, Sarah Frisby. She was alone.

Moorhead State was second at 55 percent, then South Central Tech at 52 percent. Impressive numbers? Consider that individual spring class registrations at Winona State students totaled 26,374

    BLUFF SIDING, Wis., Jan. 18, 1999 -- A Winona State University theater student, Sarah Frisby, 19, was killed in a head-on collision across the Interstate Bridge from Winona. She died outright. Frisby had taken a break from spring classes at Winona State and was working at the Happy Chef restaurant. She grew up in Galesville, Wis.
